How Should OEE Targets Be Set?

Getting OEE Data Right in Lean Production
OEE(Overall Equipment Effectiveness – also called total equipment effectiveness) is tracked by many manufacturers today. But the real question is: is tracking OEE enough, or do you need to set ideal targets to gain real benefit?
What Should Our Real OEE Target Be?
According to JIPM data, regardless of sector, an OEE %85 – %93 range is considered world-class manufacturing.
❓ So why isn’t the target 100%?
Because even though 100% OEE is possible in theory, it is a situation that can contradict the lean production philosophy. Continuous, uninterrupted production does not always provide a cost advantage. On the contrary, it can lead to problems such as:
- High inventory costs
- Loss of flexibility
- Inability to respond quickly to customer demands
Why Can’t OEE Be 100%?
The lean production approach values not only efficiency but also flexibility, inventory reduction and customer-focused production. For this reason:
- The availability target is usually set at %90 or so.
- The remaining %10 should be reserved for set-up times.
- If many product variants will be produced, quick model changeovers are needed.
This perspective is consistent with the core goal of lean production: reducing waste and speeding up flow.
Is a High OEE Enough on Its Own?
Reaching high OEE values despite long set-up times does not always mean you are efficient. In this case you need to question your production processes. Because:
- Producing continuously ≠ Producing efficiently
- High output ≠ Low cost
Lean production requires kaizen – continuous improvement – at every step of the process. The goal is not just to inflate the numbers, but to optimize value creation.
OEE Is Not a Goal, It Is a Tool
Aiming for 100% OEE can mean blindly maximizing production.
This can move businesses away from:
- Cost efficiency,
- Flexibility,
- Customer satisfaction.
Real success belongs to businesses that can produce in a balanced, sustainable and strategic way.
Conclusion: Go Beyond the Numbers
OEE is one of the indispensable analysis tools of lean production. But it must not be forgotten that:
✅ What matters is not just the numbers, but the meaning and strategy behind those numbers.
✅ Realistic OEE targets set with a lean production mindset both increase profitability and ensure sustainability.
